Bath & North East Somerset Council has quietly reignited its Scholars’ Way active travel project — focusing on Bradford Road, North Road, and the school route to St. Martin’s Garden Primary. While intended for cyclists and walkers, its current design is problematic for residents and families. Please share your feedback before the consultation ends.

Section 1: Scheme Overview


What is Scholars’ Way?

  • A proposed multi-user route connecting Bath city centre to Combe Down, Middleton, and Odd Down.

  • Covers key roads like North Road, Bradford Road, Church Road, and Mulberry Park.

  • Includes shared-use paths, zebra/toucan crossings, road narrowing, and parking restrictions.


Why is it back now?

  • Initially paused in 2023 after funding challenges and reported strong opposition.

  • Council now reintroducing sections under separate funding and legal notices—currently via TRO 25‑016B affecting Bradford Road.

  • The current TRO includes “No waiting at any time” and a new parallel crossing on Bradford Road.

Section 2: What Happened Previously


  • 2022: A full public consultation was held—but many residents felt designs were unclear and consultation poorly publicised.

  • Post-consultation: Significant local objection led to the scheme being paused.

  • 2023: Council’s funding bid (via Active Travel Tranche 4) was unsuccessful; no revised plans released.

  • 2024–25: Western section (including Bradford Road) resurfaced via TRO and capital funding, without a fresh consultative round.

Section 3: Local Safety & Liveability Concerns

    1.    Shared-use paths on narrow pavements are dangerous for parents and children—cyclists often travel at excessive speeds.

    2.    The new parallel crossing on Bradford Road is poorly placed, not aligned with natural foot traffic, and affects visibility for residents exiting driveways.

    3.    Tighter road narrowing and markings may complicate emergency vehicle access and waste collection.

    4.    “No waiting at any time” restrictions will significantly reduce available on-street parking, displacing cars onto less suitable nearby roads.
